In mid 2010, my organization was in the process of opening an office in Dakar, Senegal, and I quickly needed information about services and vendors to support our expanding office site. To my delight I found "The DWG Dakar Guidebook", an information handbook to help you find what you need in Dakar (in English). The purchase price was 20000 (about US$10.00). It is produced by the Dakar Women's Group, an English-speaking association for women of all nationalities (Dakar Women's Group) , and all proceeds are given to local Dakar charity. The spiral-bound book was well worth the price, and includes far more information than I could even have hoped for. It is well organized and frequently has reviews of services and other resources from those who are living there. It explains the street names, which can have different names for spoken vs. print; it contains everything from ambulance services to utilities and everything in between.
